* As to policy approaches to the problem of police shooting whoever they like with no accountability I favor the following: 1. An independent special prosecutor's office that only handles shootings by police with solves the problem of expecting regular prosecutors to enthusiastically prosecute the very people they rely on to make their jobs work. 2. Require police to carry the equivalent of malpractice insurance. As with Doctors ones who are repeatedly getting sued for racial profiling, brutality, misconduct, etc., will eventually be unable to find ensurers. It's not perfect, but it's better than endlessly rehiring violent racists and/or sex offenders which is the current practice. (Obviously the current practice of police killing about as many unarmed black men a year as lynchings used to is a huge problem, but why not also work on the persistent under reported problem of police sexually harassing and abusing women they encounter while policing while we are at it). 3. Requiring police departments to have the same racial and gender makeup of the communities they serve.
I'm not holding my breath, so in the mean time, things like organizing cop watch programs is a good idea, as is funding mandatory body cameras. Again, it won't solve the underlying problems, but stop gaps are better than nothing.
