Republicans stripped out a provision from a recent spending bill intended to prevent this, which pretty much proves they are openly in favour of 45 bypassing congress to start this war specifically for their own benefit. Otherwise why not leave it in.

* I keep thinking both my foot and my lungs are getting better, but then I back slide. Monday and Tuesday, I needed a stupid amount of bed rest. I did take a friend to the vet which ate Tuesday morning and I've been doing small necessary things around the house, but really most of what I accomplished was a series of complex fever dreams, watching the back half of Last Kingdom season three and taking a big bit out of Witcher. So I am behind yet again.
