Basically, the Chinese government decided it would be cheaper to make people jump through lots of bureaucratic hoops to get significantly less than the pigs are worth, thus incentivizing farmers to slaughter the infected pigs and sell them on the black market, helpfully spreading the epidemic to at least nine other countries.
"When the swine fever began to spread 16 months ago, the Ministry of Agriculture told the country’s local governments to cull all pigs in herds if there was even one sick animal, and to compensate the farmers. The ministry authorized local governments to pay up to $115 for the largest pigs, a cap later raised to $170. Before the epidemic, however, many pigs sold for $250 or more apiece, particularly breeding sows, according to government data. With the epidemic, the price has soared to $600 or more.
To get that partial reimbursement, many farmers had to deal with tightfisted local officials. The ministry said it would reimburse local governments only for between 40 percent and 80 percent of their costs. Local governments also had to provide proof, often including laboratory tests, that pigs died of African swine fever and not some other ailment."

You know how we said that if 45 doesn’t face real consequences, there would be no limit to the lawlessness?
Mitch McConnell has announced he’s not holding proper hearings and has already made up his mind and doesn’t care what the evidence is. he has bragged that he’s going to collude with the White house and conduct the impeachment solely in accordance with their wishes and that he is an extremely partial juror and he plans to ignore his oath of impartiality. Lindsey Graham had previously proudly announced that he won’t even look at the evidence.
Republicans have basically said the don’t care about their oaths, 45 can break all the laws he likes and there will never be any consequences. Is anyone surprised that the law breaking in order to destroy our Democracy is now this brazen?
Giuliani is now bragging about continuing to break the law by soliciting interference in US elections by foreign government. As in that is what he was just in Ukraine doing exactly as everyone assumed.

* The ice maker stopped working just after we put the initial paper work in with the city, but the repair was too minor to add, they said. I bought a couple ice trays and dug out my old goth one I kept after the last move, since I can't afford something so frivolous as repairs to what is fundamentally a luxary.
It was just the start. I noticed the ice hadn't frozen correctly in my freezer Monday night. Weird, I thought, and turned down the temp.
Tonight it has an error light. When I looked it up, it means a circuit went. It's far beyond me to fix. If it had blown a month ago I could have had a new refrigerator. Now? Fuckfuckfuck!
The refrigerator is basically mostly dead until it's fixed. So that is a fun new problem to wait up for and hope there is money to solve.
I can’t unspend the cat food or the fish tank money. I can’t not buy gas or pay the end of month auto draw bill. There is some left, but Squirrel was without pay this week and I’m trying not to freak out about the slowly melting food in the freezer.
