That's because Darrell Issa looked at the recent results, even in his relatively conservative district and went 'Yeah... not winning'. I am soooooooo glad he's going. So glad. (It was so close last election. He was almost gone.) The only good thing about him is that his name makes him sound like the snake that he is, so you can get really hissy with it.
On the mudslides - in California bad fires are really, really often followed by nasty, nasty mudslides. All the vegetation that normally holds the earth in place is gone or weakened, and then it just picks up speed and mass and barrels through everything. It's still terrifying. Water-floods are bad enough, when it's mud it's so much harder to get out and clean up afterwards.
