I honestly do think that having some standards which service dogs have to pass and a formal licensing system for them would help alleviate a lot of that trouble. I don't honestly care what someone needs one for, or even if they actually need one. I DO care that the dog is properly trained to deal with crowds and won't attack or bite or bark other than as an alert or pee on things inappropriately.
Part of the problem really is that I know people who have just bought 'service dog' things off the internet with no one actually finding out anything about the dog in question. (And I really wish they wouldn't have. It's the other side of being a jerk around 'service dogs'. Don't abuse that designation because it makes people who actually need them have a harder time.)
I don't tend to question people about their service dogs, but I do know people who have phobias and serious allergies and making them deal with that when you don't actually need to seems likewise unfair.
